Practice Areas: Government Relations and Administrative; Healthcare; Retail; Intellectual Property; For Profit and Not For Profit Business; and Education Mr. Carr brings his more than thirty years of litigation experience and familiarity with Maine's political and business worlds to bear on his integrated practice of administrative law, business transactions, retail and health care, and government relations. Mr. Carr served as lead attorney for construction of the new 240,000 square foot John J. Nissen Bakery in Biddeford Maine, and as the attorney and owner's project representative for the construction of the Portland Public Market. He serves as Maine legal counsel for a large national retailer in the health care and specialty retail fields. Outside the office, Mr. Carr is active in many civic and community affairs. He has focused on strengthening Maine's public education system, serving as Director of the Maine Coalition for Excellence in Education, the Maine School Board Association, and the Casco Bay Educational Alliance, in addition to having been elected to two terms on the Yarmouth School Committee. Mr. Carr was appointed in 1998 to the Maine Blue Ribbon Commission To Study The Effects of Government Regulation and Health Care Costs on Small Businesses. He is also a Director and Counsel of the Maine Center for Educational Services, Lightspeed Learning and the Maine Economic Research Institute and Jobspac. He is married to Deidre O. Carr, a teacher, writer and musician at Freeport High School. Doug and Deidre continue to live in Yarmouth and are enjoying "empty nester" status as their two daughters are now both nearly out of college. Doug enjoys reading, art, golf, downhill skiing, and travel.
